Saudi Arabia launches tenders for Riyadh Administrative Office PPP project

Saudi Arabia’s Ministry of Defense (MoD) has launched the Expression of Interest (EOI) and Request for Qualification (RFQ) phase for its Riyadh Administrative Office Project, which will be developed under a public-private partnership (PPP) model.
The tendering process for the MOD office has been initiated in collaboration with the National Center for Privatization & PPP (NCP).
Located in North Riyadh, the project covers approximately 52,793 sq m and will accommodate about 4,500 employees and offer 3,200 dedicated parking spaces.
The project will be developed through a public-private partnership (PPP) model under a design, build, finance, and maintain (DBFM) contract. The contract term will extend for 27.5 years, after which the project will be transferred to the ministry.
The private sector partner will be responsible for the design, construction, and maintenance of the office buildings and supporting infrastructure, as well as coordinating with stakeholders and obtaining the required permits from the government. The project aims to establish a high-quality, sustainable work environment that aligns with modern design standards.

The deadline for submitting the Statement of Qualification (SOQ) is June 3, 2025, 3:00pm KSA time.
